Why is this error appearing and not allowing customers to checkout?

New to Shopware 6 and having difficulty finding detailed information on this topic…

I started a new build with v6.6 and have hand migrated most of the products and categories from Shopware 5 last month. All seemed good!

However, it seems that after legit update to Shopware 6.7, the customers are getting errors when trying to check out. See attached pictures. This particular customer ordered (and registered) before the update to 6.7…

The US state (no US state is in the drop down selection) is not selectable in his previously saved address when it states that the billing address is incomplete.

Is there a setting that I am missing?

Is it a known “bug”?

What can I do to fix?
