Paypal Plugin-Fehler 403

Hallo,
wir haben jetzt seit 2 Wochen das Problem, dass Paypal teilweise funktioniert und dann wieder über Tage nicht.
Der Fehler ist immer der gleiche:

Das Paypal Plugin von Shopware ist aktuell und wir haben den gleichen Fehler sogar im Test Shopware 6 der noch unter dev. läuft.

Paypal schon kontaktiert und letzte Nachricht war dass es scheinbar an Shopware liegen soll.
Hier die Nachricht vom Paypal Tech Support
