Naja, das ist Definitionssache 
Das Plugin wird zwar im Frontend ausgeführt, ist aber ja eher im Background aktiv - also keine direkte Beeinflussung des Frontends. Man könnte das natürlich auch einfach in den Frontend Namespace packen - Sprich Shopware_Plugins_Frontend_TestApi_Bootstrap statt Shopware_Plugins_Backend_TestApi_Bootstrap - funktionell spielt das aber keine Rolle - da geht es wirklich nur um die Einteilung des Plugins.
