Wenn ich mich recht erinnere, hat Shopware in der aktuellen Version etwas angepasst. Vielleicht ist da ein Bug drin.
Einfach das Bundesland als nicht Pflichtfeld handhaben, dann wird es vermutlich wieder tun.
