We have free shipping from € 99 excl. VAT. But we have certain products (stamps for instance) which should not be included in the calculation of the € 99 shopping cart value. How do we exclude this?

Have you tried to set those products on Free shipping as descriebed here: https://docs.shopware.com/en/shopware-6-en/catalogues/products#deliverability.
