wie kann ich im Plugin-Manager das Changlog eines lokalen Plugins anzeigen ?

bzw. wie wird es im Plugin hinterlegt ?

Was meinst Du in dem Fall mit “lokal”?  
Im besten Fall (so mache ich das bei meinen Plugins jedenfalls) existiert im Pluginordner eine plugin.json, in der auch das Changelog gepflegt wird.
