Im Theme habe ich unter page/checkout/finish/index.html.twig die if abfrage für config(‚core.cart.showCustomerComment‘)  
Wo kann ich diese aktivieren?

das kannst du in der Administration unter „Einstellungen \> Warenkorb“ einstellen:
